    Hello
I am wondering if WordPress moves to SCSS for CSS per-processor. CSS is now outdated and most of development in done in SCSS, Even Mangento has move to less. SO i think WordPress also have to provide SCSS support in upcoming version.

No, no plans for it, since themes and plugins use CSS and they can use SCSS or whatever they want to build their products, but WP doesn't do on the fly compiling of CSS.

WordPress does not support SCSS because it requires libraries and on-demand compiling of code, which makes sites slower.

https://wordpress.org/plugins/wp-scss/ will help you if you want to use it, but this probably won't ever be included in core.
