Removing TinyMCE from the core and making it a plugin!
Could be one of the most radical changes in WordPress but it would save us over 1.2 MEGABYTES of space from wp-includes!
Though, it wouldn't be the same without TinyMCE, so it could be a core plugin like Akismet and it could be arranged to activate automatically on every WP installation. This wouldn't save us any space (since the "tinymce" folder would be moved from wp-includes/js to wp-content/plugins) but it could provide a much cleaner environment for plugins implementing CKeditor or other WYSIWYG editors.
capital_P_dangit and other evil functions also could move their arses to a plugin for world peace.
I really do not think it needs to be moved, because it is quite easy to change the editor with one of the many plugins already out there. Moving this into a plugin could cause problems for the non-tech savvy, who may deactivate or even delete it then fill the support forum with "OMG MY EDITOR IS GONE" posts.
Personally I think the developers should focus on other core issues that still plague the program. Don't get me wrong, WordPress is great, but there are some things that need to be added for full CMS use before we worry about saving a megabyte or two of download.
