this is should be a basic toggle in the settings, and not up to a plugin to provide the functionality.
We just released our plugin which will hide the updates from every usergroup other than administrators.

A plugin is a nice temporary fix, but I think this is definitely a core issue. If a user doesn't have the privileges requisite to making an upgrade, they shouldn't be bothered with a notification.
THis would be nice and if you are using multisite, it should be only the "site admins" that see it.
If it can be available with a plugin, it's not a problem. For a standard WordPress installation, we generally don't need this feature.

And it is an irnoy to try to solve the issue by using a separate plug-in to control it
This is a great matter of security. Nice idea.
