Mute plugin notifications

    Following the discussion on wp-tavern, I would like to suggest a "Mute this plugin" option, which when enabled would prevent a specific plugin from displaying its notifications on the Admin. This could either be a permanent mute or until the plugin's next update (in case they indeed need to announce something actually important).

    It should, obviously, be disabled by default.

    On a UI-perspective, it could be simply a link (example)

    It could also appear as an option on each notification, allowing you to mute the plugin directly from there (example).

    Along with that, there could also be some kind of meta-notice like for example "you have 3 unseen messages from 2 muted plugins", which would be displayed if the permanently muted plugins had notifications after an update (because it might be something meaningful). Clicking on it would open those notifications and would give you an option to mark them all as read and remove the notice until the next time.
