Move "Menus" out of "Appearance" submenu

The navigation of a website is one of the most important aspects. To change the frontend navigation should be easy to do for every user.

For this reason I wonder from the first day of using WP, that in the backend this functionality is hidden in a submenu under "Appearance". Who would expect it there?

I suggest to move the navigation entry "Menus" out of "Appearance" submenu and make an own toplevel navigation point for it. Maybe it should even be point #2, just following after "Dashboard"

I don't see the need.. How often do you update your menu ?? Hardly ever... Once it's set, it's set.

If you want to change more often maybe look into a more dynamical solution/function.
