Customizable Write Panel

Possibility to arrange "modules" like categories, tags, etc around the field for text-input.

For example: I don't use tags in my blog, I prefer categories. So, I would like to place the category-box next to the write-box, perfect would be the old place, right to the write-box and it should be opened by default.
Great would be something like the widget-configuration-panel.
Different authors have different needs, so, let them decide how the write-panel-elements are arranged for best work flow.

There are plugins that claim to do this (Fresh Post/Fresh Page) and more I've heard of about to be released. I miss how you used to be able to drag the various function areas around so that you could put the ones you wanted near the top.

v2.5x has WAY too much scrolling in the admin.

Thanks for the hint with the plugins.
I found a plugin, which does nearly what I want. It is a plugin written by Eric Meyer and extended by Frank Bueltge. I love it!

So, I must admit, it is possible to customize the write-panel with a plugin. For me a very important feature, worth to implement it into the WP-Core.

For people like me, who are native German speakers, I recommend an article of Frank Bueltge:
