Combine CSS from theme and plugins
Add a function to WordPress, to be used in themes and plug-ins to output a single CSS file. This will eliminate multiple requests for each page. Perhaps also create a minified cached version of CSS - simple removal of white space and line breaks greatly improve the load time.
Per the core team:
"The js and css concatenating for the front end can be done if the themes and the plugins use standard way of loading it, like script-loader. Some plugins do but very few themes use it.. There's another way with buffers and parsing the output to get the files to concat, but too ineffective and hacky..
btw that question has been answered several times on the hackers list.."
Given this response, I'm going to close this ticket.
