Add theme header and Footer to wordpress backend dashboard

The wordpress dashboard looks the same for all sites. This is a tad boring and feels very inconsistent for non admin users who may have to login to the back-end to guest post, online vendors who want to upload products etc etc.

Being able wrap the whole admin dashboard within your wordpress theme would be a super cool feature. Plus would merge the frontend with the backend better... so that people can achieve medium style sites where users can create new posts without feeling as though they have left the site.

This would also be very cool for Gutenberg. Imagine the possibilities and uniqueness of the wordpress dashboard!

Iv posted on many forums about this and the general consensus is that although a cool feature at the moment unfeasible via plugins because core files need to be edited :/

There are many themes available just for the backend of WordPress. Secondly, I dont think themes should be given access to design the backend.

Because the backend is uses by not just themes, but plenty of plugins.

Themes can do this already if they wanted to, but themes hosted on wordpress.org aren't allowed to (as that would fall under 'plugin territory')
