Add an option to include plugin tables in export/import

I don't know how it is feasible, but to move a blog from a location to another would be a lot easier.

If you're moving everything bit-for-bit, why not just copy the files over?

WordPress managing itself is completely overkill...

There are a number of plugins that backup the WordPress database but the best solution is to manually create a backup through your webhosting account such as cPanel or similar. That way, you know you'll have everything and you'll just need to move the files from one location to another.

What would be interesting is if somehow, plugin configuration data could be added to the Xtended RSS File when backing up content in WordPress. But that is beyond your idea.

Already implemented. Use a database backup plugin, along with one of the plethora of ways of backing up the files.
