Leave Hello Dolly alone. Disabling it is not hard work and puts many smiles on people's faces. Democracy respects the creators but gives options for people to opt out where there is no harm either way. Enjoy or disable that is not a bad choice, is it?
I think Hello Dolly is the Hello World of WordPress plugins, a short, cursory introduction to writing more complicated WP plugins. So really, it's more intended towards potential plugin developers than toward the average joe.
If you don't like it, there's no need to get so inflamed about its presence. Just remove it!
