Tippy + Glossy is exactly what I was looking for! Tried tons of similar plugins to make a list of people with onclick pop-up bio details, and each plugin was flawed in some way... Glossy+Tippy does the trick easily!

not working
It could be the version of WordPress, but after installing the plugin the site goes blank and pages stop loading in the header.
Renaming the plugin folder on the server gave me control back.
