It checks the Permalink and redirects to the new URL, if it doesn't exist. It sends the header message "moved permanently 301"
This plugin did just what I wanted for blog posts when I changed the permalink structure, but it left behind feed and comments urls associated with the blog post. If those urls were to be redirected as well, this would be a nice clean solution to changing permalinks without counting on a bulky SEO plugin to handle automatic redirects.
