    I am getting this message during PageSpeed Insights analysis.

    None of the above-the-fold content on your page could be rendered without waiting for the following resources to load. Try to defer or asynchronously load blocking resources, or inline the critical portions of those resources directly in the HTML.

    Glad you ask jrtalmage;
    Up until recently the "best practice" was for CSS to be loaded in the head of the html. Google now has a different point of view, mainly fueled by mobile. The visible part of the page on mobile ("above the fold") should display before JS or CSS resources have loaded. Hence the guideline is to not only defer JS (which is not that new), but also CSS.

    The good news; this is one of the new features of the upcoming version 1.7.0 (of which you can download the beta already).

    The bad news; this is more then just ticking an option, as it requires one to split CSS up in a part that is needed to display the above-the-fold (AtF) content and the rest. The (minimized) AtF-CSS is then to be inlined in the head-section of your theme and to be put between noptimize-tags and the option "defer CSS" should be ticked.
