   Is there a way to show related pages if site only has pages and no posts?

   ”Cross-relate posts and pages?” is checked, “Match threshold:” is set to 1, Titles, Bodies, Tags, Categories are all set to “do not consider”.

   Still always “No related posts”.

   If you make all the criteria "do not consider", then nothing will be related to anything else. You have to consider something.
