I have been through several versions/installations of WordPress since I started using it a couple of years ago. None of the installations have ever been able to use the ping functionality (even if that option is turned on). I have never been able to get plugins that use xmlrpc to work. I have to assume that it is some conflict between server and WP... How do I troubleshoot that?

Sorry to bump this but I REALLY need help with this. I have found lots of similar issues in the support forum but none of them have been resolved.
I deleted and re-uploaded my xmlrpc file today. It didnt help.
One specific issue I'm having is with a livejournal plugin. When I try to use it, I get a message that says : "Something went wrong - -32300 : transport error - could not open socket: 13 Permission denied"
I still am unable to ping other blogs, use any plugin that requires xmlrpc or post to my blog via external apps that use it.
Any help would be greatly appreciated.
