Hi,
I need to redesign my Write panel in order to remove some features (custom fields, file uploading ecc.). I would like also to force writers to post into specific catogries. Can you help me?

I wouldn't spend much time trying to redesign the Write panel until 2.7 is release as that version will represent a big change to the admin UI.
The Category Access plugin from Dave Coppit may help you with your category question. Also this: http://wordpress.org/extend/plugins/tags/restrict
