If I add the number=0 parameter to my blog the tag cloud does not display. If I use a set number, say 125, it works. If I use 500, it does not display. Do I have too many tags? Is there some size limit? There is no error in the PHP log...

If using the Tag Cloud widget you don't change that...
If you put the Template Tag, wp_tag_cloud(), in your template (e.g. sidebar.php) you can use the number= argument.
