   I am using the Salmon Theme and would like to know how I can edit the tabs that come loaded with the theme?

   Likely in the header.php file for that theme.

   Any input is appreciated. I know how to edit the tab names, however the admin part, like how to add a category, or how to edit the "contact" information. I am real stupid at this. Also I need to know how users can login and blog??

   You would add a category via Administration > Manage > Categories.

   Contact information is typically done using a Contact form type plugin, adding a page called Contact and then putting the code in the page to 'invoke' the actual contact form. A number of Contact Form plugins are listed in Plugins/Mail.
