I don't want to delete static cache files for single posts and single pages, but other pages such as, tag, archive pages should be re-cached after some time.

I'd set your expire time really high, so it rarely expires, and then change the settings to re-cache whenever you post. That way, the tags and archives (and ... everything) will refresh when you post something new, but the rest of the time, you've got a basically static site.
FYI, running WP you will never get a 100% static site, just so you know.
