If you upgraded to WordPress 2.8 and has a WP Super Cache plugin, look at Settings > General and you will notice that the Timezone, Date Format, Time Format and Week Starts On as well as the Save Changes button is gone. In my case, after I deactivated WP Super Cache, the things I said that were gone was back.
