WP-Register.php trouble

This post is to help mirko77 who posted the issue in #wordpress and whose English is not that good.

A newly-installed site won’t send registration information via the wp-register.php page.

S/he has deleted and re-uploaded files and this has not changed anything. I tried to have the form send me a registration, but it did not work. In Firefox, I notice that there is a bit of formatting issues with the form, namely the REGISTRATION PAGE text is borked.

Your help in this regard is much appreciated, and, if you happen to speak and write Italian, then you could use those skills to help mirko77 as well.
