just more data… tried this on more than one site and with the twentythirteen theme to rule out a theme thing. Still with plugins all disabled I get no message… help? I’m working with school districts that often block cookies and need the system to give that feedback if cookies are the problem. I can hand-program my own cookie check but seems silly if it’s supposed to do that on its own!

ok – one more data point for you… if I cause another message to appear, e.g. bad username, bad password, then I get BOTH messages 1) whatever I typed wrong and 2) cookies need to be enabled.

If I type the correct username and password, I get no messages at all.

This has been confirmed as a WP bug. Patch has been issued and fix will be out in 3.7.

You can track it here… http://core.trac.wordpress.org/ticket/24961
