   So I set up a new install of WP3.02 and edited wp-config with the line: define(‘WP_ALLOW_MULTISITE’, true);

   But there is no 'network' option to configure.

   Am I missing something?

   Yes.

   I can clearly see you have curly quotes ‘’ around there and not these kind: '

   It happens when copy-pasting in windows.
