WP Job-> WordPress design implementation automatic posting using keyword filter

I would like to install WP as part of my site (PHP site). The WP will be a news feed for my site, it will aggregate news from different sites (rss feeds) and post the relevent ones on my site + allow our writers to add news posts of our own.

1) Our site have more then 50K keywords, that we would like to filter and tag the RSS feeds by (and be able to add more, bulk adding).
2) Each post will be tagged under the correct keywords + inserted in the right category (each keyword is under at least one category).So user can find the post by subscribing to the category or to the keyword.
3)Need to implement the site design + search option (design psd will be provided).
4)The site is in hebrew therefore needs to support UTF-8 characters

Must have previous knowledge with WP and PHP.
