WP Integration into static site

I am very new to WP, and generally do not really know php (learning slowly), so I am hoping someone can help me understand.

I’ve read the Codex, but still not clear on how to do the following.

I hand coded a site using html and css. The site has one page “what’s new” that will be linked to client’s blog. How do I make this happen? The site has a jquerry banner throughout the pages, so I need to keep the layout identical. Do I have to design the blog page entirely in WP (I am learning on the thesis framework), and link the url of the page from the static site? or is there another way of doing this?
