   I see that even in 2.84 the wp-config file is not closed.

   the last line shouldbe:
   ?>

   anyone?

   thats done on purpose.

   if it bothers you that its missing - add it. you dont have to, though.

   It doesn't need to be closed, just so we're clear... ;)

   Absolutely no requirement for the file to have a closing tag.

   :)
