likely you need to rename or delete the bluehost default index.html placeholder in your root

Thank-you for the speedy response. So I attempted this by going to file manager> web root, and deleted the only thing that said default.html which was a white page with 0 kbs. The wp-admin link has the same result. This page must have been bluehost because I reinstalled wp and the default.html is still gone. Should I try deleting index.php? How do I get anything back that I delete?

I would contact bluehost support and ask what's going on

They're saying that it usually takes up to 4 hours for everything to finish before the login page will show up. I've been searching bluehost with wordpress topics all over and never heard of this. We'll see.
