Try re-uploading the wp-admin and wp-includes folders from a fresh download of your version of WordPress.

The version is also shown in one of the files but I can't remember which, also if you wade through the View Page Source with your Browser it can be seen.
i've re-uploaded the wp-admin and wp-includes folders from a fresh download of my version of WordPress but the problem still seems to exist ..
Are you sure you uploaded all of the files * folders within both the wp-includes and wp-admin folders? Are you sure you uploaded them to the correct place?

Upload the files again, but make sure that your uploader is set to upload as ASCII and not Binary.
how do i set them as ASCII ?
Check in your FTP software. There may be three possible upload settings: ASCII, Binary or auto. Select ASCII
all inputted. now when i go to ADD NEW POST the box to type the new post in isn't there.
what is missing ?
