wordpress.com vs. wordpress.org

i am new to private hosted blogs and i just paid to host my wordpress.com blog through host monster so that i can have more control over the appearance but it doesn’t seem to have changed. i still can’t install new themes and the dashboard still looks the same as before. what did i do wrong?
