   I'm looking to improve the social sharing features on a couple of blogs and the developer I'm working with has highlighted sharing functionality available out of the box with WordPress.com. Is this available in WordPress.org because I can't see it in my dashboards?

   At the bottom of that link you provided it mentions using this plugin:
