   I just want to make sure the WP.org WordPress file for download has not been tempered with (hacked) before I install 2.9.2. I read it happened in the past so...

   WordPress.org mentions that the WP zip is 2.2 MB, but, after download, windows says it is 2.458 MB.

   Could somebody explain?

   It's fine. You can get quite significant file size discrepancies on different operating systems.
