WordPress without a blog

I think I remember finding a project that took the core of wordpress and removed just about anything blog related from it. mainly to use the users/roles/capabilities management for a web application.
I have not been able to find that project again, so does anyone have any recommendations on removing he blog from wordpress or has anyone else seen this project?
The reason I need it is I have a client who for various reasons can not have any mention of blog on his site.
