Why does everyone keep replying with “Google it”. I am sure the user has already done that, and they obviously did not find what they wanted. I am still getting started on this myself, so far I have just done super customization to existing themes (using CSS, some php code, lots of plugins, etc). I am now starting from the ground up though.

perfect – then you might be able to recommend resources that you have used recently.
that, at least, would be a productive contribution to the topic.
One of the best I found was the starter http://codex.wordpress.org/Theme_Development
I am trying to be productive, sorry.
Really the best way is to get your hands dirty. I just created a side blog (hidden in a different subdomain I made), and just played around. Definitely create a backup before you get into it though, you will find messing with the php can really kill a site quickly. I just constantly backup and cut/paste. That is how I learned html, and that is how I am learning CMS so far. Following directions only works for so long, to really get into it you have to start playing with it.
