WordPress plugin required?

    Hello i m trying to find a WordPress plugin which contains the following functionality.

    1) Only Admin Will Create Login credentials for users.
    2) Admin will create categories for Questions.
    3) After login, user will ask questions to Admin and Admin will answer them.
    4) Admin will Upload pdf and other documents for user and users will be able to download them after they log in.

    Can somebody give me the reference plugin of WordPress through which i can fulfill my requirements.

    No plugins are required

    1) Disable the setting that allows users to register on the blog (no plugin required)

    2)Admin can create categories (no plugin required)

    3)User will ask question, define new users as authors then they can publish posts see http://codex.wordpress.org/Roles_and_Capabilities (no plugin required)

    4) Admin can upload pdfs (no plugin required)
