wordpress path error. plese help.

Hello. I’ve installed wordpress, all fine, edited a template, all fine, then I tried to change the two URI links in the options menu to a relative path (apparently that was a dumb idea) and now the page appears with just text, no design and I can’t login in the admin panel to change the URIs back… I don’t know what to do, can anyone please help me?
