Actually, I am using 2.8.5. I have gotten it to work just fine at my webhost. I just wanted to set things up to play around with customizing the theme locally.
So...I have tried several "portable" local server packages. Right now I am using xampp-lite. I get everything set up and WordPress works fine when viewed on the localhost. But if I access it from another computer on the network, I get just plain text and links...no background images, no theme of any kind, its as if it isn't accessing the image directory and the css files.
Any ideas? I am pretty much a noob when it comes to setting up webservers, etc.
what are your 2 url settings?

Another thing about this is that on this plain html page, only links that go to actual internet URL's work. If I click something that should take me to a local page within the wordpress install (like the default "About page"), I get a "this page cannot be displayed" error.

...problem solved! Thanks samboll, your question gave me a clue. When I put in the actual IP address of the computer running the server in place of "localhost", everything works!
