   I have read the 'copyright' notice at http://wordpress.org/about/domains/ but I don't see why end users should be responsible for contacting sites that infringe the policy. Surely the WP staff should do that.

   It annoys me that sites like http://www.wordpressthemes.com/ can get a high Google ranking but yet are illegal. There must be loads of sites like that however and I don't see why WP users should have to police them.

   It's not up to users to "police" the WordPress trademark, I believe the WordPress Foundation has this covered. The page you referenced simply suggests that people can contact site owners and point out the issue as some people may not be aware that they are using a registered trademark.
