I installed my wordpress on my windows server and i found that permalink optimization is not working, coz my web server doesnt have apache and .htaccess facility. So is there any alternative to fix this?

Start with a look at the Permalinks page in the Docs section. Easiest approach would be to go with the "Almost Pretty" method, but you'll see more complex options there as well.
