   When I got my new Admin account user and password for our blog site, I noticed the page title is "Page Not Found". You should probably update this. http://caflm.blogs.ca.gov/wp-activate.php?key=32d401...

   The actual page title says:
   Page not found << CA Finanical Literacy...

   I would have sent this email to the web master, but after 10 minutes of looking I realized there's no contact information anywhere.

   You'll have to find someway to contact the webmaster. It's a self-hosted WordPress installation, so there's nothing we can do about it.
