It sounds like XAMPP wasn’t configured properly. Try following this guide:

hi. so if any other lbind word press and xamp web designers on this forum can help. a nebie and banging my head against a brick wall and got windows vista home premium, but thinking about upgrading to windows 7 home premium, on a toshiba a300 satellite machine. marvin from australia.

Have you looked at EasyPHP? Got it working on XP and Win 7 machines here. Very easy to set up.

hi. no had forgotten about easy php. will try that out. marvin. well what about the 5 php that came with the xamp. okay, will try that. marvin.

also, the link James gave you works for all versions of windows
have vista on my box and windows 7 on laptop
wordpress was easy to set up as in XP

There’s also Wampserver you can try:

    http://www.wampserver.com/en/

Wamp has a nice menu driven box on the bottom right hand side of your screen, with which you can switch all services on and off.

But back to your original problem:
I don’t think it’s an OS issue, it just sounds like PHP (and therefore Xampp) just isn’t running.

I forgot what the file is called, but it’s a .bat file like xampp_start.bat or somesuch.
