   Whenever I try to create a new site from http://back2backgames.com/social/tracking/create/ it doesnt work the only way it does work is if i create an account and with that new account add a new site

   Well... http://back2backgames.com/social/tracking/create/ isn't a real page on WordPress.

   From your back end, it's http://back2backgames.com/wp-admin/network and create a site there.

   The create function you've been trying to use is a BuddyPress option for logged-in users, I think. Perhaps worth a check of the BuddyPress forum?
