   I just did a clean installation of WordPress an have successfully gotten through the network creation using subfolders and can create new blogs, but when I try to access them, I get a 404 error. I see a lot of info related to the .htaccess file, but since this is a Windows box, that doesn't apply. I've followed the instructions Laura Gentry provided for Windows servers, including creating the web.config file, but I'm still having the issue. I'm on a 2003 box so I was unable to use URL Rewrite, but found a similar setup using IIRF from Ionic shades. I've copied all of the rewrite rules into the .ini file for IIRF and I can see that the ISAPI filter is running in IIS. The database tables for the new sites are beng created. Any suggestions?
