I have blog in Russain language but get “no related posts” on every page of the blog.

Try lowering the “match threshold”. This is in the “Relatedness” options, which you can display in the “screen options.” Try lowering that value and saving.

What rate number should I use? As a default it was 5. I tryed 4,3,2 – no result. Only rate 1 works. Is it OK?

If 1 works, start with that. As you add more content, you may find that 1 is too “loose” and you want to increase it later.
