Can't say I've ever seen this notice myself - with the exception of the warnings that popup when navigating away from a page without saving changes (eg Admin/Wdgets).
Here is what it looks like.
I've just tried to replicate the warning on my dev copy of WP by editing a user - but could not get it to appear.
And also uploading plugins via .zip
It also occurs when I try edit comments.
Hi - I just got the same failure notice today - after updating to WordPress 3.3.3 ... (new to wordpress as of yesterday - but most impressed!) Fabulously easy after Drupal...

Editing Anything, Even settings yields this error. It started when I tried to delete a test user containing my first name (same as admin account)
WordPress 3.3.3? Are you sure you don't mean Atahualpa 3.3.3? Could this notice be specific to the Atahualpa theme?

hi yes - Atahualpa 3.3.3 - sorry about that ....
Just switched back to wordpress classic - but same error crops up still ...
So it isn't related to themes, I just switched to a theme "iNove" and pops up on edit of anything, settings, categories, theme-specific settings, comments, plugin uploads, etc.
Ok - here's the solution that worked for me - I had just upgraded also User Community Plugin from 0.6.3 to 0.6.4 - and if I disable the plugin, the error disappears....
Does that work for you too?
If I re-activate the User Community Plugin - the error reappears immediately...
I have that plugin, And yes i just deactivated it and HA its gone!

If you revert back to 0.6.3, the error also stays away .... phew!!!! :)

User Community 0.6.4 has a blocking bug that causes that. If you have updated to 0.6.4., please update to 0.6.5 to solve this issue.
This is related to a wrong nonce check that has been solved on 0.6.5.
What is the best way to update to 0.6.5 when the automatic update system do not work?
