I see others are having the same issues.
Ive have a site hosted locally and there are no plugins installed yet and the problem is there. Ive looked on the JavaScript Console and its says this
Uncaught TypeError: Cannot read property 'length' of undefined jquery-1.7.2.min.js:2
e.extend.each jquery-1.7.2.min.js:2
e.widget load-scripts.php:13
(anonymous function) load-scripts.php:18
(anonymous function)
I am aware this is the problem but no idea what to do with this information. Can anyone help please ?

I am having the same problem. We have updated about 40 sites to wp 3.5 and it seems as though widgets work for a while and then stop. Cannot open or move them.
As per the Forum Welcome, please post your own topic. Posting in an existing topic prevents us from being able to track issues by topic. Added to which, your problem - despite any similarity in symptoms - is likely to be completely different.

I just updated my business website to 3.5 and the widgets are not editable ...

Same here. Can't open the widgets to edit. They are behaving as jump links (anchor links).

I need to downgrade immediately, I have lots of problems with widgets, links, images, themes... I'll try this: http://etuts.org/manually-downgrade-wordpress/
