Hi Richard,
Here is what I did to reproduce the bug:
0. Using WordPress 3.8.1, default theme, and Jetpack 2.9.2
1. Prepared about 12 posts on my localhost WP installation. This is to trigger pagination on my front page (which is my latest posts).
2. From Widgets page in my admin area, I configured my search widget to hide if page is front page.
3. When I open my front page, which is currently showing the first page of my latest posts, the search widget is hidden.
4. If I open the next page of my latest posts, the search widget is displayed again.
5. If edit visibility options for my search widget to: hide if page is posts page, the search widget is never hidden.

Ah, I see what you mean, then. So, in your expectation, you’d expect Page 2 to have the same result as if it were still the Front Page, correct? I can see why that would make sense. And in fact, there is ongoing discussion regarding the settings for the Widget Visiblity module, here:
