I can't find "widgets" in wordpress admin section (v3.5). is it a theme issue or do I need to find a special "widgetable" theme?

It would be theme related. What theme are you using?

Nishita? Correct? If so, then the reason is that theme hasn't been updated in over two years so the register_sidebar() is not there. Meaning said theme does not support widgets. You will have to find a different theme unfortunately unless you decide to create a child theme and add that functionality. :) That is one way I can think of adding short of just modifying every file.
