Why can't we upload scripts with options panels?

    Why can’t we upload scripts with options panels?

    shoudn’t we easily be able to upload and edit a script to wp, define its header/footer location with a panel, and why shouldn’t we be able to maintain the updates easier via github or their mirror location?
