"An administrator must always approve the comment" is checked in discussion settings, but comments are still showing up on articles without moderation (I logged out and tested it myself).
What could be happening?

Posted 1 year ago #Maybe you have "Comment author must have a previously approved comment" checked? No moderation is required if the comment author's email address matches any of previously approved comments.

Unfortunately, that box is not checked, and I successfully posted a comment from a never-before-used email address.
