   I was updated from WordPress MU. And I have enabled the multi-site function of wordpress 3.1.2
   I installed 139 themes in total and all enabled all of them for the entire network.

   But, one of my users in the network can only see 114 themes.

   I've checked the setting, and I've no idea why this issue happened.

   Can anyone give me some hint?

   Visit the admin area of their blog and confirm. Could be user error.
